China, India, Nepal Agree to Mount Kailash Preservation Framework

Apr. 19 – China, India, and Nepal have agreed on a framework regarding the conservation and preservation of the Mount Kailash region, a symbolic and sacred area in the Himalayas that touches all three countries.
The international project, titled “Mount Kailash Sacred Landscape Conservation Initiative: Developing a Transboundary Framework for Conservation and Sustainable Development in the Greater Mount Kailash Region of Nepal, India and China,” is lead by the International Center for Integrated Mountain Development (ICIMD), but will include the Wildlife Institute of India, the Forest Department of Uttarakhand, the Nepalese Ministry of Forests, the Chinese Academy of Sciences, the G.B. Pant Institute of Himalayan Environment and Development, and the United Nations Environment Program. Representatives from the aforementioned agencies met in Almora, India last week to discuss how to best preserve the fragile environment.
Mount Kailash itself is a peak in the Gangdisê Mountains considered a sacred and holy place in five of the world’s religions: Buddhism, Hinduism, Jainism, Ayyavazhi, and the Bön. It is particularly unique in that, at 6,638 meters…………….

Survey of Forest Areas and Wildlife

Survey of Forest areas for wildlife has been done by the Forest Survey of India. It is done. The assessment of the Eastern Ghat areas of Andhra Pradesh, Chhattisgarh and Orissa was carried out by using remote sensing.

Reversal of destruction of forest is not impossible. The Government of India has initiated several measures to revive, protect and improve the forests and wildlife of the region such as protection and revival of forest cover in degraded forests with the participation of people through mechanism of Joint Forest Management including soil and moisture conservation measures and habitat improvement. The concerned State Forest Departments are also taking strict protection measures by deploying strike forces and anti poaching units in interior areas.

This information was given by the Minister of State for Environment and Forests (independent charge) Shri Jairam Ramesh in a written reply to a question by Shri Syed Azeez Pasha in Rajya Sabha today.



New forest rights panel fails to meet demand of activists

NEW DELHI: The environment ministry has reconstituted the joint committee set up with the ministry of tribal affairs to assess the impact of Forest Rights Act on sustainable management of forest resources. Initially constituted in February, the joint committee and its terms of reference had to be reworked given protests by civil society organisations and activists.

The reconstitution exercise, which has been described as cosmetic, has failed to allay apprehensions of civil society organisations about the real intent and legality of the committee.

Activists have maintained that the environment ministry is exceeding its mandate, as the tribal affiars ministry is the nodal agency for the Forest Rights Act. There is some concern on the nature of the joint committee as it is lopsided in favour of the ministry, with only one representative from the tribal affairs ministry.

Title Deeds of Forest land to Tribals

The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, administered by the Ministry of Tribal Affairs, does not envisage allotment of land to landless forest dwellers. The Act only seeks to recognize and vest the forest rights and occupation in forest land in forest dwelling Scheduled Tribes and other traditional forest dwellers who have been residing in such forests for generations but whose rights could not be recorded.
As per the information collected till 31st March, 2010, the status of implementation of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 in Maharashtra, Gujarat, Madhya Pradesh and Rajasthan is as under:

The above information shows that while the progress of implementation of the Act in Madhya Pradesh and Rajasthan is satisfactory, the States of Maharashtra and Gujarat are lagging behind.
The Ministry of Tribal Affairs has been interacting with all the State Governments and Union Territory Administrations urging them to expedite implementation of the Act. Review meetings with the concerned officers of the State Governments and Union Territory Administrations are being held at regular intervals. The officers of the Ministry are also visiting the States to assess and guide the pace of implementation. The Ministry has recently advised and is pursuing all the State/ UT Governments to ensure completion of the work relating to vesting of forest rights at the earliest.
